The Energy Conservation and Disclosure Ordinance  (ECAD) that was passed by the City Council and became effective June 2009 requires that all homes  in the City of Austin, ten years or older, on the market for sale and use Austin Energy must have an Energy Audit completed before the home sells and closes.

The ECAD Ordinance beginning June 2011 requires multi-family units within the city of Austin to also have an Energy Audit completed ( if the multi-family unit has not been upgraded in the past 10 years).

The City of Austin requires audits for these single family and multi-family units to be conducted by auditors who are BPI Building Analyst certified.

Federal WAP programs (Weatherization Assistance Programs) require contractors who will complete the test-in and test-out procedures to be BPI Building Analyst certified.

If the HOME STAR legislation passes, billions of dollars will be spent to incentivize property owners to upgrade and retrofit their homes.  It states in the legislation itself that the people who will do the test-in and test-out (to test for inefficiency and then to assess the effectiveness of the corrective measures) must be BPI Building Analyst certified .

The Texas Workforce Commission has added “ energy auditors” to their “demand” list.
